We have completed an order for a sample device. The seller issued an order in which the initial payment was $ 100. We asked our bank to transfer this amount to the account. In the meantime, the seller closed this order and created a new order with the total payment of 230 USD as the initial payment.
We paid the new order in full, because we want to test the device urgently.
My question: How do we get back the amount of 100 USD for the now closed order? Who is to speak here?
You made a mistake at the beginning:
If you have paid US$ 100, the next payment should have been US$ 130; so you can complete US$ 230.

You must talk with the supplier and ask for US$ 100 refund; they can do it easily, but if you have paid by Wire transffer, there will be a fee for send you the payment.
There are 3 options:
1- Ask the supplier to send by Western Union or paypal.
2- Keep the US$ 100 for future orders
3- Ask to wire transffer but you will recieve less money.
